Manager, Fiji Enterprise Engine (FEE)

The Fiji Commerce & Employers Federation (FCEF) is searching for a high performing consultant with technical expertise and experience in enhancing Business Development Services (BDS). This position reports directly to the Chief Executive Officer (CEO) and works interdependently with relevant sections of FCEF.

The Fiji Enterprise Engine (FEE) is Fiji’s first private sector led business incubator and accelerator initiative, developed with the technical assistance of the Market Development Facility (MDF) and support of the International Labour Organization (ILO). FEE’s value proposition is that it draws from the business intelligence and expertise of the private sector and offers demand driven business development services to micro and small entrepreneurs.

The FEE currently manages the:
1. Business Incubator Programme: Graduate Business Start up Grant Scheme  
This incubator programme commenced in 2024 as a partnership between FCEF and the Tertiary Scholarship & Loan Service (TSLS). And more recently, a new partnership with the University of New South Wales. It is Fiji’s first education sector business incubator programme supporting aspiring entrepreneurs that have an innovative, bankable and scalable business idea. The programme provides a wide range of BDS’ with a startup grant of $5,000.00 and links to funding opportunities as well as the opportunity to start and operate a business.

The comprehensive programme includes:

  • Market research
  • Business training
  • Advisory and mentoring services
  • Drafting, testing, and finalising of business plans
  • Product development, and
  • Entrepreneurship attachments with allowance

2. Business Accelerator Programme: Investment Ready
This accelerator programme commenced in 2019 providing business development services to potentially high impact micro and small businesses that wanted to expand. Since its inception, the programme has supported many enterprises.

For 2025-26 financial year, Investment Ready will be a pilot to support businesses get ready for Government’s Small Offers initiative. The Small Offers is enabled through the Business Funding Act (2025) that allows small businesses to raise $2m in business equity annually.

The Manager Fiji Enterprise Engine will be responsible for:

  • Innovatively accelerating and expanding the FEE program’s unique value proposition as a private sector led initiative
  • Developing and managing the business incubator and accelerator programmes.
  • Introducing, developing, and managing future FEE programmes that add to overall value of the programme.

Applicants must have:

  1. In-depth understanding of Fiji’s Economic, Business, MSME and BDS landscape
  2. High level of technical expertise in developing and transforming BDS to meet current and future market demands. National and Regional expertise will carry weight
  3. Formal university degree in business or relevant field
  4. At least 5 years’ experience in developing/contributing to and expanding BDS initiatives, nationally and regionally
  5. The skills to work as a team, high level of interpersonal and corporate communications skills and ability to manage stakeholder expectations and
  6. Reasonable understanding of national private sector organisations/employer and business membership organizations.

This will be a Consultancy based role with an initial period of six (6) months, with the opportunity to renew based on performance and work to be undertaken.
